NASA's Cassini watches Saturn storm choke on its own tail

Jan. 31, 2013 ? Call it a Saturnian version of the Ouroboros, the mythical serpent that bites its own tail. In a new paper that provides the most detail yet about the life and death of a monstrous thunder-and-lightning storm on Saturn, scientists from NASA's Cassini mission describe how the massive storm churned around the planet until it encountered its own tail and sputtered out. It is the first time scientists have observed a storm consume itself in this way anywhere in the solar system.

"This Saturn storm behaved like a terrestrial hurricane -- but with a twist unique to Saturn," said Andrew Ingersoll, a Cassini imaging team member based at the California Institute of Technology, Pasadena, who is a co-author on the new paper in the journal Icarus. "Even the giant storms at Jupiter don't consume themselves like this, which goes to show that nature can play many awe-inspiring variations on a theme and surprise us again and again."

Earth's hurricanes feed off the energy of warm water and leave a cold-water wake. This storm in Saturn's northern hemisphere also feasted off warm "air" in the gas giant's atmosphere. The storm, first detected on Dec. 5, 2010, and tracked by Cassini's radio and plasma wave subsystem and imaging cameras, erupted around 33 degrees north latitude. Shortly after the bright, turbulent head of the storm emerged and started moving west, it spawned a clockwise-spinning vortex that drifted much more slowly. Within months, the storm wrapped around the planet at that latitude, stretching about 190,000 miles (300,000 kilometers) in circumference, thundering and throwing lightning along the way.

Terrestrial storms have never run into their own wakes -- they encounter topographic features like mountains first and expend themselves. But Saturn has no land to stop its hurricanes. The bright, turbulent storm head was able to chomp all the way around the planet. It was only when the head of the storm ran into the vortex in June 2011 that the massive, convective storm faded away. Why the encounter would shut down the storm is still a mystery.

By Aug. 28, after 267 days, the Saturn storm stopped thundering for good. While Cassini's infrared detectors continue to track some lingering effects in higher layers of Saturn's atmosphere, the troposphere -- which is the weather-producing layer, lower in the atmosphere -- has been quiet at that latitude.

"This thunder-and-lightning storm on Saturn was a beast," said Kunio Sayanagi, the paper's lead author and a Cassini imaging team associate at Hampton University in Virginia. "The storm maintained its intensity for an unusually long time. The storm head itself thrashed for 201 days, and its updraft erupted with an intensity that would have sucked out the entire volume of Earth's atmosphere in 150 days. And it also created the largest vortex ever observed in the troposphere of Saturn, expanding up to 7,500 miles [12,000 kilometers] across."

The vortex grew to be as large as the giant storm known as Oval BA on Jupiter. But Oval BA and Jupiter's more famous storm -- the Great Red Spot -- are not thunder-and-lightning storms. Jupiter's storms also have a quiet center, unlike the violence at the center of Saturn's storms.

"Cassini's stay in the Saturn system has enabled us to marvel at the power of this storm," said Scott Edgington, Cassini's deputy project scientist at NASA's Jet Propulsion Laboratory in Pasadena, Calif. "We had front-row seats to a wonderful adventure movie and got to watch the whole plot from start to finish. These kinds of data help scientists compare weather patterns around our solar system and learn what sustains and extinguishes them."

This storm was the longest running of the massive storms that appear to break out in Saturn's northern hemisphere once every Saturn year (30 Earth years). The longest storm of any size ever detected on Saturn actually unfolded over 334 days in 2009 in an area known as "Storm Alley" in the southern hemisphere, but it was about 100 times smaller in area than the latest northern storm.

The Cassini-Huygens mission is a cooperative project of NASA, the European Space Agency and the Italian Space Agency. JPL manages the mission for NASA's Science Mission Directorate, Washington. The Cassini orbiter and its two onboard cameras were designed, developed and assembled at JPL. The imaging team consists of scientists from the U.S., England, France and Germany. The imaging operations center is based at the Space Science Institute in Boulder, Colo.

If your business sells primarily to local walk-in customers, you fit right into the traditional idea of local. Customers are looking for you online, so your focus for content is on the people, businesses, and features that are right around you.

What if You?re Not ?Local?? Other Ways to ?Be Local?

If your business sells online or to customers from all over, it can be tougher to figure out how to be ?local? and how to connect with all those local searches. But there are other ways to do it.

Local can also be ?temporary local.??If your business is based on tourism, you have temporary locals. People visit your community because they love something about it. They are temporary locals with a stake in your community. When you use video to show off your destination community, you?re strengthening your ties with potential visitors, and you?re connecting with their local searches.

Local can also be ?someone else?s local.??By showing your connections to your local community, you?re also establishing that you are a small business worth supporting, no matter where your customers are. Marketer Jane Quigley told me that when she shops online, she looks for local independent businesses to support, even if they are local to somewhere else. When I was looking for chocolate covered pecans, I chose to buy from Nuts.com because their website showcased their local ties in their New Jersey community. They weren?t local to me, but they were someone else?s local, and that earned my business. All the video you create to show your local connections increases your appeal to distant customers, too.

Local can also be ?a member of our community online.??Take the WordPress community, for example. The developers, designers, and consultants that work with the WordPress framework are all part of a network and online community. There are also offline community events like WordCamps and developer events. To show that your business is ?local? to the online community, use video to show your participation at in-person events, your connections to community leaders, and your support of community causes. Video Goes Local

Now that you?re thinking about your own local ties, how can you use video to show them??Jason Falls has taught you how to use your video for SEO, so you know how to optimize. Be sure you?re including local keywords and phrases:

  • your town name and state
  • local landmarks
  • your neighborhood
  • your region
  • local geographic names like counties, townships, or parishes

You never know which geographic names people have associated with you, so it?s best to include more than just your town name. And phrases like ?tri-state area? are used so many different places, it pays to also explain them. Don?t assume viewers know which state you?re in. Remember those ?someone else?s local? searches? Those potential new customers won?t know exactly where you are?until you tell them.

What to Show on Video for ?Local?

1. Location, Location, Location

Start with your store, or office, or what ever physical location you work from. Give your customers a tour, a peek out your window, or an inside view into where you do the magic. Even if your work is location independent, you can feature ?today?s workplace? in your videos.

Extend that to field locations. Show where your product is used, or where your services make a difference. Show demonstrations from the field. I promise you a product video is always more interesting when it?s a product demo from the field, rather than a ?talking head? video from behind a desk about the same product.

2. Supply Chain

Your products are made from other ingredients or supplies. Show where they come from. Show the local businesses or suppliers you buy from. The easiest way for you to picture this is following food products from the farm to someone?s plate. You can use this idea with any business. In fact, you don?t have to be a product-based business. If you provide services, other local services support you. Show them. Where do they come from? Who are the people involved?

OK, now go the other way along the supply chain. Who buys from you? What local businesses or people rely on you? Make videos featuring them and what difference they make locally.

3. Join the Community

You?re part of some local community, and you want to show that.?The best way to connect to locals is to feature locals. Look to local?causes, activities, and events. You?re already participating in events, so take your video camera with you.

Show some local history. Capture some local wildlife. Share what makes you proud of your community.

What about your people? How are your people part of the local community? Do they volunteer, act in plays, perform at renaissance fairs? Get video!

Are you supporting a local cause? Explain why. Share how they make a difference. Get out and show how they do it. Invite them to be part of your videos. Let them do guest videos on your channel.

Why Video Matters Most in Local

At its core, being local is all about people. That?s why video matters so much to create local ties. Flat words on a screen can only convey so much. But moving images make you much more real to people. And when you?re building local ties, being real is perhaps the most critical element. If you take any of these local ideas, capture some simple honest video about them, and share them with your local community, you?ll build a much stronger connection and ultimately build your business.

Green Blog: Could Electric Vehicles Fly Out of Showrooms?

Steven Chu, the secretary of energy, gave a short talk on electric vehicles on Thursday at the Washington Auto Show. Dr. Chu, a physicist who is widely expected to be departing shortly from the job he has held for four years, described the progress made so far and what would have to happen next to make electric vehicles a mass-market product.

First he cited the cost of the battery. While it has declined from about $1,000 per kilowatt-hour of storage in 2008 to about $500 today, it would have to decline to $125 over the next 10 years.

A kilowatt-hour will propel a small electric car three or four miles. Its cost is cheap, about 11 cents. Storage for that kilowatt-hour is what is pricey. A battery that stores $2 worth of electricity but costs $8,000 to buy and has the same range potential as two or three gallons of gasoline is an odd combination, like buying a solid gold cup and using it to serve tap water.

Second, Dr. Chu said, the cost of a kilowatt of power from the rest of the drive system, now $30, would have fall to $8. That would make cars with electric batteries competitive with cars running on internal combustion, even with the efficiency of the latter improving as time goes by.

He said that features available only in cars with batteries, like the ability to heat or cool a car cabin to a comfortable temperature a few minutes before the owner gets in, could help sell the cars.

The Obama administration?s current goal calls for one million electric vehicles to be on the road in the United States by 2015. Asked whether it could be achieved, Dr. Chu replied, ?It?s ambitious, but we?ll see what happens.?

He said he was encouraged by a recen tprice cut for the Nissan Leaf, and Chevy?s sales of 24,000 Volts last year.

Dr. Chu steadfastly refused to talk about whether he will step down. Pressed on that issue, he replied, ?I came here today to give great announcements at the auto show of our E.V. challenge and E.V. blueprint.?? He announced an effort to have major employers install charging stations at work so that the 40 percent of people who live in apartments or other structures that may lack outdoor outlets could charge up, and he ticked off goals for progress on batteries and drivetrains.

(Last week, the transportation secretary, Ray LaHood, used almost identical language to deflect a question about his imminent plans at a news conference about the Boeing 787; he announced his departure this week.)

During a short question-and-answer session with reporters in the cavernous Washington Convention Center, I asked Dr. Chu whether sequestration would interrupt progress on energy problems. (Under the New Year?s Eve deal in Congress to head off the ?fiscal cliff,? automatic massive budget cuts, known as sequestration, are scheduled to take place in March.)

To the puzzlement of some reporters, he promptly began describing how we would still need to sequester carbon dioxide from power plants even if progress is made on embracing electric vehicles.

When I clarified things and said that I was referring to fiscal sequestration, he quipped to good-natured laughter, ?See what a nerd I am??

On Tuesday, an ordinarily media-shy Randy Moss made a bold proclamation:? Moss said he?s the best receiver to ever play football.

On Wednesday, Moss reiterated the claim.

?Everybody is going to have their opinion,? Moss said, via Matt Maiocco of CSNBayArea.com. ?I do not live on numbers.? I really do not.? If you sit here and just said, ?Who is the greatest running back??? Statistically it is Emmitt Smith.? People would say Barry Sanders, Gale Sayers or Jim Brown. [But] their numbers do not match Emmitt Smith.?

Basically, then, Moss thinks that in the end it?s a subjective assessment.

?You make your own judgment,? Moss said.? ?You really do.? I know what I think.? I am not going to sit up here and tell you how to look at it and how to judge it.? I think when it comes to going out there, making plays and helping the team do the things that they are able to do to win the game, I think I am the greatest receiver ever.? Point blank.? Next question.?

But he continued, pointing to the impact his comments made as proof of his claim.

?I think that it speaks of the impact that I have made on this NFL football league,? Moss said.? ?If Joe Blow would have said it, I do not know if it would have been in USA Today. ?

?Since Randy Moss said it, it is front of the sports page.? Like I said, I just try to stay humble and do my job.? That is what I am able to do.? I am able to come out and try to say these things, but I do believe in my heart and my mind I am the greatest to ever do it.?

In our (or at least my) view, Moss could have been the greatest to ever do it, if he had given his all, all the time.? But it was Moss himself who said, ?I play when I wanna play.?? All too often, he chose not to play, quitting on his team for a drive, a game, or (in 2006 with the Raiders) a whole season.

The only argument in his favor comes from the fact that Rice played with better quarterbacks.? Rarely if ever did Rice ever have to do anything that catch a ball that hit him in the numbers while running in stride.

Still, even with lesser quarterbacks, Moss could have been the better player ? if he had approached his profession with the same professionalism as Rice.

Obamacare 'Glitch' Allows Some Families To Be Priced Out Of Health Insurance

  • Healthcare In America Is Already 'The Best In The World'

    One of the more positive sounding admonitions from health care reform opponents was that the United States had "the best health care in the world," so why would you mess with it? Well, it's true that if you want the experience the pinnacle of medical care, you come to the United States. And if you want the pinnacle of haute cuisine, you go to Per Se. If you want the pinnacle of commercial air travel, you get a first class seat on British Airways. Now, naturally, you wouldn't let just anyone mess with someone's tasting menu or state-of-the-art air-beds. But like anything that's "the best," the best health care in the world isn't for everybody. The costs are prohibitively high, the access is prohibitively exclusive, and the resources are prohibitively scarce. What do the people in America who "fly coach" in the health care system get? Well, at the time of the health care reform debate, they were participating in a system that was, by all objective measurements, <a href="http://www.huffingtonpost.com/2010/06/24/us-health-care-expensive_n_624248.html">overpriced and underperforming</a> -- if you were lucky enough to be participating in it. As anyone who's fortunate enough to have employer based health care or unfortunate enough to have a pre-existing condition can tell you, health care for ordinary people already involved all of those things that we were told would be a feature of the Affordable Care Act -- long waits, limited choice, and rationing. When the <a href="http://www.commonwealthfund.org/Content/Publications/Fund-Reports/2010/Jun/Mirror-Mirror-Update.aspx">Commonwealth Fund rated health care systems by nation</a>, the top marks in the surveyed categories went to the United Kingdom, New Zealand and the Netherlands. Ezra Klein examined the study, and <a href="http://voices.washingtonpost.com/ezra-klein/2010/06/us_health-care_system_still_ba.html">observed</a>: "The issue isn't just that we don't have universal health care. Our delivery system underperforms, too. 'Even when access and equity measures are not considered, the U.S. ranks behind most of the other countries on most measures. With the inclusion of primary care physician survey data in the analysis, it is apparent that the U.S. is lagging in adoption of national policies that promote primary care, quality improvement, and information technology.'"

  • Death Panels

    The only thing that perhaps matched the vastness of the spread or the depth of the traction of the "death panel" lie was the predictability that such a lie would come to be told in the first place. After all, this was a Democratic president trying to sell a new health care reform plan with the intention of opening access and reducing cost to millions of Americans who had gone without for so long. What's the best way to counter it? Tell everyone that millions of Americans would have increased access ... <i>to Death!</i> The best account of how the "death panel" myth was born into this world and spread like garbage across the landscape has been penned by Brendan Nyhan, who in 2010 wrote "Why the "Death Panel" Myth Wouldn't Die: Misinformation in the Health Care Reform Debate." <a href="http://www.dartmouth.edu/~nyhan/health-care-misinformation.pdf">You should go read the whole thing</a>. But to summarize, the lie began where many lies about health care reform begin -- with serial liar Betsy McCaughey, who in 1994 <a href="http://www.huffingtonpost.com/2009/10/07/andrew-sullivans-mccaughe_n_313157.html">polluted the pages of the New Republic</a> with a staggering pile of deception in an effort to scuttle President Bill Clinton's health care reform. As Nyhan documents, she re-emerged in 2009 when "she invented the false claim that the health care legislation in Congress would result in seniors being directed to 'end their life sooner.'" Nyhan: "McCaughey's statement was a reference to a provision in the Democratic health care bill that would have provided funding for an advanced care planning for Medicare recipients once every five years or more frequently if they become seriously ill. As independent fact-checkers showed (PolitiFact.com 2009b; FactCheck.org 2009a), her statement that these consultations would be mandatory was simply false--they would be entirely voluntary. Similarly, there is no evidence that Medicare patients would be pressured during these consultations to "do what's in society's best interest...and cut your life short." But the match that lit the death panel flame was not McCaughey, it was Sarah Palin, who repeated McCaughey's claims in a Facebook posting and invented the term "death panel." As Nyhan reports, Palin's claims were met with condemnation from independent observers and factcheckers, but the virality of the term "death panel" far outstripped its own debunking. To this day, the shorthand for this outrageous falsehood remains more firmly planted in the discourse than the truth. One thing worth pointing out is that Palin, in creating the term "death panel," <i>intended</i> to deceive people with it. In an interview with the <em>National Review</em>, <a href="http://www.nationalreview.com/articles/228636/rogue-record/rich-lowry">Palin admitted</a>: "The term I used to describe the panel making these decisions should not be taken literally." Rather, it was "a lot like when President Reagan used to refer to the Soviet Union as the 'evil empire.' He got his point across." Of course, while Reagan was exaggerating for effect, he wasn't trying to prey on the goodwill of those who were listening to him.

  • The Affordable Care Act Is A "Jobs-Killer"

    Naturally, the GOP greeted anything that the Obama White House did -- from regulating pollution to flossing after meals -- as something that would "kill jobs." The Affordable Care Act was no different. As you might recall, Republicans' first attempt at repeal came in the form of an inartfully named law called the "Repealing the Job-Killing Health Care Law Act." But did the health reform plan threaten jobs? Not by any honest measure. <a href="http://www.mcclatchydc.com/2011/01/17/106950/is-health-care-law-really-a-job.html">Per McClatchy Newspapers</a>: <blockquote>"The claim has no justification," said Micah Weinberg, a senior research fellow at the centrist New America Foundation's Health Policy Program. Since the law contains dual mandates that most individuals must obtain health insurance coverage and most employers must offer it by 2014, "the effect on employment is probably zero or close to it," said Amitabh Chandra, a professor of public policy at Harvard University.</blockquote> As McClatchy reported, the "job-killing" claim creatively used the "lie of omission" -- relying on "out of date" data or omitting "offsetting information that would weaken the argument." The Congressional Budget Office, playing it straight, deemed it essentially too premature to measure what the effect the bill would have on the labor market. At the time, Speaker John Boehner dismissed the CBO, saying, "CBO is entitled to their opinion." Perhaps, but lately, job growth in the health care industry has <a href="https://www.advisory.com/Daily-Briefing/2012/03/07/Jobs-report-preview" target="_hplink">bucked the economic downturn and health care has remained a robust sector of employment</a>. And it stands to reason that enrolling another 30 million Americans into health insurance will increase the demand for health care services and products, which in turn should trigger the creation of more jobs. Is there a downside? Sure. More demand, and greater labor costs, could push health care prices upward even as other effects of health reform push them down. But it's more likely that repealing the bill will have a negative impact on jobs than retaining it.

  • The Affordable Care Act Would Add To The Deficit

    The only thing more important than painting the Affordable Care Act as a certain killer of jobs was to paint it as a certain murderer of America's fiscal future. Surely this big government program was going to push indebtedness to such a height that our servitude to our future Chinese overlords was a <i>fait accompli</i>. <a href="http://www.huffingtonpost.com/2010/03/18/cbo-score-on-health-care_n_502543.html">As Ryan Grim reported in May of 2010</a>, the CBO disagreed: <blockquote>Comprehensive health care reform will cost the federal government $940 billion over a ten-year period, but will increase revenue and cut other costs by a greater amount, leading to a reduction of $138 billion in the federal deficit over the same period, according to an analysis by the Congressional Budget Office, a Democratic source tells HuffPost. It will cut the deficit by $1.2 trillion over the second ten year period. The source said it also extends Medicare's solvency by at least nine years and reduces the rate of its growth by 1.4 percent, while closing the doughnut hole for seniors, meaning there will no longer be a gap in coverage of medication.</blockquote> Recently, the CBO updated its ten-year estimate by dropping off the first two years of the law (where there was little to no implementation) and adding two years at the back end (during which time there would be full implementation). As you might imagine, replacing two years of low numbers with two years of higher numbers increased the ten-year estimate. But opponents of the bill immediately freaked out and declared the costs to have skyrocketed. <a href="http://nymag.com/daily/intel/2012/03/obamacare-haters-angered-by-facts.html">As Jonathan Chait reported</a>: <blockquote>The outcry was so widespread that the CBO took the unusual step of releasing a second update to explain to outraged conservatives that they were completely misreading the whole thing: "Some of the commentary on those reports has suggested that CBO and JCT have changed their estimates of the effects of the ACA to a significant degree. That's not our perspective. ... Although the latest projections extend the original ones by three years (corresponding to the shift in the regular ten-year projection period since the ACA was first being developed), the projections for each given year have changed little, on net, since March 2010." That is CBO-speak for: "Go home. You people are all crazy."</blockquote> As Chait goes on to note, the CBO now projects that "the law would reduce the deficit by slightly more than it had originally forecast."

  • The Affordable Care Act $500 Billion Cut From Medicare

    Normally, if you tell Republicans that you're going to cut $500 billion from Medicare, they will respond by saying, "Hooray, but could we make it <i>$700 billion</i>?" But the moment they got it into their heads that the Affordable Care Act would make that cut from Medicare, suddenly everyone from the party of ending Medicare As We Know It, Forever got all hot with concern about what would happen to these longstanding recipients of government health care. In fairness, <a href="http://www.factcheck.org/2010/03/a-final-weekend-of-whoppers/">as Factcheck pointed out</a>, the GOP opponents of Obama's plan were simply picking up a cudgel that had recently been wielded by the president himself: <blockquote>Whether these are "cuts" or much-needed "savings" depends on the political expedience of the moment, it seems. When Republican Sen. John McCain, then a presidential candidate, proposed similar reductions to pay for his health care plan, it was the Obama camp that attacked the Republican for cutting benefits.</blockquote> <a href="http://www.factcheck.org/2010/03/a-final-weekend-of-whoppers/">Nevertheless</a>! <blockquote>Whatever you want to call them, it's a $500 billion reduction in the growth of future spending over 10 years, not a slashing of the current Medicare budget or benefits. It's true that those who get their coverage through Medicare Advantage's private plans (about 22 percent of Medicare enrollees) would see fewer add-on benefits; the bill aims to reduce the heftier payments made by the government to Medicare Advantage plans, compared with regular fee-for-service Medicare.</blockquote> The <i>New England Journal of Medicine</i> <a href="http://www.nejm.org/doi/pdf/10.1056/NEJMp1005588">concurred</a>: <blockquote>A phased elimination of the substantial overpayments to Medicare Advantage plans, which now enroll nearly 25% of Medicare beneficiaries, will produce an estimated $132 billion in savings over 10 years. [...] The ACA also produces nearly $200 billion in savings by assuming that providers can improve their productivity as firms in other industries have done. On the basis of this presumed improvement, the law reduces Medicare's annual "market basket" updates for most types of providers - a provision that has generated controversy.</blockquote> The law doesn't cut any customer benefits, just the amount that providers get paid. Hospitals and drug companies agreed to these cuts based on the calculation that more people with insurance meant more people consuming what they sell and, more importantly for the hospitals, fewer people getting treated and simply not paying for it.

  • The Affordable Care Act Provides Free Health Care For Undocumented Immigrants

    This lie was launched to prominence with the help of a false accuser, South Carolina Rep. Joe Wilson, who famously heckled President Barack Obama during an address to a Joint Session of Congress by yelling "You lie!" after the president had mentioned that undocumented immigrants would not be eligible for the credits for the bill's proposed health care exchanges. As Time's Michael Scherer pointed out, this was not much of a challenge for factcheckers: <blockquote>In the Senate Finance Committee's working framework for a health plan, which Obama's speech seemed most to mimic, there is the line, "No illegal immigrants will benefit from the health care tax credits." Similarly, the major health-care-reform bill to pass out of committee in the House, H.R. 3200, contains Section 246, which is called "NO FEDERAL PAYMENT FOR UNDOCUMENTED ALIENS."</blockquote> In fact, <a href="http://voices.washingtonpost.com/ezra-klein/2010/04/why_immigrants_get_short_shrif.html">as Ezra Klein pointed out</a>, the Affordable Care Act "goes out of its way to exclude" undocumented immigrants: <blockquote>As the AP points out...there are about 7 million unauthorized immigrants who will be prohibited from buying insurance on the newly created exchanges, even if they pay out of their own pocket. And the exclusion of this group from health reform -- along with other restrictions that affect fully legal immigrants as well -- could create a massive coverage gap that puts a strain on the rest of the health system as well.</blockquote> Klein goes on to add that "immigrants-rights advocates tried to prevent this scenario from happening," but they ended up losing to the politics of the day. The concession they won was a promise from the president that he would shepherd a comprehensive immigration reform package through the legislature. They lost that round, too.

  • Republicans, And Their Ideas, Were Left Out Of The Bill And The Process

    Were health care policies dear to Republicans left out of the health care reform bill? Totally! <a href="http://thinkprogress.org/health/2009/10/29/171026/top-10-reasons-why-republicans-should-support-the-house-health-bill/">Unless we're counting the following</a>: --Deficit-neutral bill --Longterm cost reduction --Interstate competition that allows consumers to purchase insurance across state lines --Medical malpractice reform --High-risk pools --An extension of the time young people were allowed to remain on their parents' policies --No public money for abortion --Small business exemptions/tax credits --Job wellness programs --Delivery system reform In fact, the Democrats were eager to get GOP input and enthusiastic about including many of their desired components in the bill. Oh, and did we mention that the Affordable Care Act was modeled on a reform designed and implemented by a former Republican governor and presidential candidate, whose innovation was widely celebrated by the GOP while said former governor was running for president? And did we mention that the individual mandate that was used in Romneycare to ensure "no free riders" was originally dreamed up by the Heritage Foundation? And did we add that additional DNA of the Affordable Care Act was borrowed from the Senate GOP alternative to the Clinton plan in the 1990s and the <a href="http://www.bipartisanpolicy.org/news/press-releases/2009/08/bipartisan-policy-center-releases-report-improving-health-care-quality-a" target="_hplink">2009 Bipartisan Policy Committee plan</a>, which was endorsed by Tom Daschle, Howard Baker, and Bob Dole? As for the process, you might recall that the White House very patiently waited for the bipartisan Gang Of Six to weigh in with its own solution, and openly courted one Republican gang member, Sen. Chuck Grassley, long after it was clear to every reporter inside the Beltway that Grassley was intentionally acting in bad faith. And perhaps you don't recall the bipartisan health care summit that was held in March of 2009? if so, don't feel bad about it -- RNC Chairman Michael Steele couldn't remember it either, <a href="http://politicalcorrection.org/blog/201002250005">when he yelled at the president for not having one</a>.

  • The Demonization Of 'Deem And Pass'

    So, here's a fun little story about obscure parliamentary procedures. In May of 2010, as the health care reform michegas was steaming toward its endgame, it looked like the measure might fall. The Senate had passed a bill, but the House was stuck in a bit of a jam. It had no other choice but to take a vote on the Senate's bill, because if the House bill ended up in a conference committee to be reconciled with the Senate's, the whole resulting she-bang was assured of a filibuster, as the Democrats had, in the intervening period, lost their Senate supermajority. But the House had a problem. <a href="http://www.huffingtonpost.com/2010/03/16/health-care-opponents-dem_n_501353.html">As I wrote at the time</a>: <blockquote>House members are averse to doing anything that looks like they approve of the various side-deals that were made in the Senate -- like the so-called "Cornhusker Kickback." The House intends to remove those unpopular features in budget reconciliation, but if they pursue budget reconciliation on a standard legislative timeline -- where they pass the Senate bill outright first and then go back to pass a reconciliation package of fixes -- they'd still appear to be endorsing the sketchy side deals, and then the GOP would jump up and down on their heads. Enter "deem and pass." Under this process, the House will simply skip to approving the reconciliation fixes, and "deem" the Senate bill to be passed. By doing it this way, the Democrats get the Senate bill passed while simultaneously coming out against the unpopular features of the same.</blockquote> "Deem and pass" is the aforementioned obscure parliamentary procedure. And here's the thing about obscure parliamentary procedures -- everyone <i>loves</i> them when their side is doing them, but when they're being <i>done to you</i>, then they are basically evil schemes from the blasted plains of Hell. So if you're guessing that the Republicans declared the Democrats' use of "deem and pass" -- which also carried the moniker "the Slaughter Rule," after Rep. Louise Slaughter, who proposed its use in this instance -- to be a monstrous and unprecedented abuse of power, then give yourself a prize! And give yourself a bonus if you guessed that in reality, the GOP had used "deem and pass" <i>lots of times</i>. <a href="http://www.huffingtonpost.com/2010/03/16/house-has-long-history-of_n_500623.html">As Ryan Grim reported</a>, "deeming resolutions" had been in use dating back to 1933, and in 2005 and 2006, Republicans employed them 36 times. Other Republicans complained that Slaughter was supporting a tactic that she once vigorously opposed. <a href="http://voices.washingtonpost.com/ezra-klein/2010/03/the_arms_race_of_rules.html">That's true</a>! She fought the "deem and pass" during the Bush administration and lost. Which is precisely when she learned how effective it could be!

  • The Affordable Care Act Would Create A Mad Army of IRS Agents

    Lots of people wouldn't mind having better access to more affordable health care. But what if it came with thousands of IRS agents, picking through your stool sample? That sounds pretty bad. It also sounds pretty implausible! But that was no impediment to multiple health care reform opponents making claims that the tax man was COMMINAGETCHA! In this case, the individual mandate -- which requires people to purchase insurance or incur a tax penalty -- provided the fertile soil for this deception to spread. A March 2010 floor speech from a panicked Sen. John Ensign was typical of the genre: <blockquote>My amendment goes to the heart of one of the problems with this bill. There is an individual mandate that puts fines on people that can also attach civil penalties. And 16,500 new IRS agents are going to be required to be hired because of the health care reform bill.</blockquote> March of 2010 was a pretty great time for this particular lie. In one five day period, Ensign was joined by Reps. Paul Ryan ("There is an individual mandate. It mandates individuals purchase government-approved health insurance or face a fine to be collected by the IRS which will need $10 billion additional and 16,500 new IRS agents to police and enforce this mandate."), Pete Sessions ("16,000 new IRS agents will be hired simply to make sure that this health care bill is enforced.") and Cliff Stearns ("There is $10 billion to hire about 16,000 new IRS agents to enforce the individual mandate on every American"). All wrong! <a href="http://factcheck.org/2010/03/irs-expansion/">Per Factcheck</a>: <blockquote>This wildly inaccurate claim started as an inflated, partisan assertion that 16,500 new IRS employees might be required to administer the new law. That devolved quickly into a claim, made by some Republican lawmakers, that 16,500 IRS "agents" would be required. Republican Rep. Ron Paul of Texas even claimed in a televised interview that all 16,500 would be carrying guns. None of those claims is true. The IRS' main job under the new law isn't to enforce penalties. Its first task is to inform many small-business owners of a new tax credit that the new law grants them -- starting this year -- which will pay up to 35 percent of the employer's contribution toward their workers' health insurance. And in 2014 the IRS will also be administering additional subsidies -- in the form of refundable tax credits -- to help millions of low- and middle-income individuals buy health insurance. The law does make individuals subject to a tax, starting in 2014, if they fail to obtain health insurance coverage. But IRS Commissioner Douglas Shulman testified before a hearing of the House Ways and Means Committee March 25 that the IRS won't be auditing individuals to certify that they have obtained health insurance.</blockquote> As Factcheck goes on to note, <a href="http://www.gpo.gov/fdsys/pkg/BILLS-111hr3590enr/pdf/BILLS-111hr3590enr.pdf">on page 131 of the bill that was passed</a>, the IRS is explicitly prohibited from "from using the liens and levies commonly used to collect money owed by delinquent taxpayers, and rules out any criminal penalties for individuals who refuse to pay the tax or those who don't obtain coverage."

  • Affordable Care Act Bill Is Way Too Long And Impossible To Read!

    Oh, Congresscritters, the poor dears! So many bills to read and so little time -- between raising campaign cash at lush fundraisers and receiving marching orders from powerful corporate interests -- to actually read them all. <a href="http://www.washingtonmonthly.com/archives/individual/2009_08/019629.php">And this Affordable Care Act was a real humdinger of a long bill</a>. And long bills are bad because length implies complication and complication requires study and study implies some form of "work." So the proper thing to do is to mulch the entire print run of the bill and use it to power the boiler that heats the "sex dungeon" in the Longworth Office Building, the end! Actually, reading the bill is not that hard, despite the complaints. As the folks at <a href="http://computationallegalstudies.com/2009/11/08/facts-about-the-length-of-h-r-3962/">Computational Legal Studies were able to divine</a>: <blockquote>Those versed in the typesetting practices of the United States Congress know that the printed version of a bill contains a significant amount of whitespace including non-trivial space between lines, large headers and margins, an embedded table of contents, and large font. For example, consider page 12 of the printed version of H.R. 3962. This page contains fewer than 150 substantive words. We believe a simple page count vastly overstates the actual length of bill. Rather than use page counts, we counted the number of words contained in the bill and compared these counts to the number of words in the existing United States Code. In addition, we consider the number of text blocks in the bill -- where a text block is a unit of text under a section, subsection, clause, or sub-clause.</blockquote> <a href="http://www.huffingtonpost.com/2009/11/09/house-health-care-bill-ac_n_350810.html">As HuffPost noted in March of 2010</a>, "the total number of words in the House Health Reform Bill are 363,086," and when you throw out the words in the titles and tables of contents and whatnot, leaving only words that "impact substantive law," the word count drops to 234,812. "Harry Potter And the Order Of The Phoenix," a popular book read by small children, is 257,000 words long. (Although in fairness to Congress, the Affordable Care Act contains very few exciting accounts of Quidditch matches.)

  • The 2012ers Join The Fun

    We couldn't have a list of Affordable Care Act distortions without noting the ways some of your 2012ers have added to the canon. Herman Cain said that if the ACA had been implemented, <a href="http://thehill.com/blogs/healthwatch/politics-elections/177511-video-cain-if-obamacare-had-been-implemented-already-id-be-dead-">he'd be dead</a>. Not likely! The new law expands coverage so that uninsured individuals who face what Cain faced (cancer) have a better chance of getting coverage, and it restricts insurers from tossing cancer patients off the rolls based on their "pre-existing condition." But more to the point, Cain would have always been the wealthy guy who could afford to choose his doctor and pick the care he wanted. The Affordable Care Act doesn't prohibit wealthy people from spending money. Rick Santorum says that his daughter, who is diagnosed with a genetic disorder called trisomy 18 and who required special needs care, <a href="http://blogs.desmoinesregister.com/dmr/index.php/2011/04/25/santorum-more-disabled-people-will-be-denied-care-under-obamacare/">would be "denied care" under the Affordable Care Act</a>. Nope! Again, the law restricts insurers from throwing people with pre-existing conditions off their rolls. And for individuals under 19, that went into effect in September of 2010. Michele Bachmann believes that the Affordable Care Act would open "sex clinics" in public schools. This is Michele Bachmann we're talking about. <a href="http://www.huffingtonpost.com/2009/10/01/bachmann-sex-clinics-will_n_306292.html">Do you even need to ask</a>? And finally, Mitt Romney has said, as recently as March 5, that he never intended his CommonwealthCare reform to serve as a "model for the nation." "Very early on," he insisted, "we were asked -- is what you've done in Massachusetts something you would have the entire government do, the federal government do? I said no, from the very beginning." Unless "very early on" and "from the very beginning" mean something different from the conventional definition of those phrases, <a href="http://thinkprogress.org/health/2012/03/05/438044/romney-mandate-model-video/">Romney should augment his daily pharmaceutical intake with some memory-enhancing gingko biloba</a>.

    Use of tax havens by U.S. global companies on the rise: report

    WASHINGTON (Reuters) - U.S.-based global companies are increasingly shifting profits into tax havens like Bermuda and Switzerland, a government report said, a finding likely to fuel debate over the taxes corporations pay and their flexibility in locating profits.

    The Congressional Research Service analyzed profit data from multinational companies and compared reported profits and other business activity in lower-tax jurisdictions versus higher-tax countries like the United Kingdom and Canada.

    Among the findings: American multinational companies reported 43 percent of their overseas profits in the tax havens studied - Bermuda, Ireland, Luxembourg, the Netherlands, and Switzerland - in 2008, the most recent year data was available.

    At the same time, these same companies hired only 4 percent of their foreign workforce and made just 7 percent of their foreign investments in these same countries.

    "By all indicators examined in this report, profit shifting has generally trended upward over time," the report, dated January 18 said.

    The analysis found this trend increasing since 1999.

    CRS, a nonpartisan research arm of Congress used by lawmakers, analyzed data compiled by the Bureau of Economic Analysis, a unit of the Commerce Department that collects economic data from non-financial companies with foreign affiliates.

    U.S.-based corporations have griped for years about paying what is now the steepest corporate tax rate among all industrialized countries. At the same time, U.S. companies do tend to enjoy more generous tax breaks, including deductions and various loopholes.

    To address this, President Barack Obama and Republicans alike advocate trimming the top 35 percent corporate tax rate, while scrubbing the code of favored tax breaks.

    Most Republicans back moving to a 25 percent tax rate, while Obama has called for a 28 percent top corporate rate.

    TAX HAVEN OR REASONABLE RESPONSE?

    The consumer group Citizens for Tax Justice said the report proves that companies are manipulating their financial reporting to avoid U.S. tax.

    The report acknowledged that the high U.S. tax rate gives an incentive for companies to move profits abroad.

    "If companies did not respond to tax rates that would be surprising," said Will McBride, an economist with the Tax Foundation, which backs lower business tax rates.

    But McBride took issue with the report's assumption that cutting the corporate rate would hurt tax revenue, arguing that the right tax rate would generate additional revenue, offsetting that effect.

    Brazil Nightclub Fire Kills At Least 232 People (VIDEOS, PHOTOS)

    SANTA MARIA, Brazil ? A fast-moving fire roared through a crowded, windowless nightclub in southern Brazil early Sunday, filling the air in seconds with flames and a thick, toxic smoke that killed more than 230 panicked partygoers, many of whom were caught in a stampede to escape.

    Inspectors believe the blaze began when a band's small pyrotechnics show ignited foam sound insulating material on the ceiling, releasing a putrid haze that caused scores of university students to choke to death. Most victims died from smoke inhalation rather than burns in what appeared to be the world's deadliest nightclub fire in more than a decade.

    Survivors and the police inspector Marcelo Arigony said security guards briefly tried to block people from exiting the club. Brazilian bars routinely make patrons pay their entire tab at the end of the night before they are allowed to leave.

    But Arigony said the guards didn't appear to block fleeing patrons for long. "It was chaotic and it doesn't seem to have been done in bad faith because several security guards also died," he told The Associated Press.

    Later, firefighters responding to the blaze initially had trouble getting inside the Kiss nightclub because "there was a barrier of bodies blocking the entrance," Guido Pedroso Melo, commander of the city's fire department, told the O Globo newspaper.

    Authorities said band members who were on the stage when the fire broke out later talked with police and confirmed they used pyrotechnics during their show.

    Police inspector Sandro Meinerz, who coordinated the investigation at the nightclub, said one band member died after escaping because he returned inside the burning building to save his accordion. The other band members escaped alive because they were the first to notice the fire.

    "It was terrible inside ? it was like one of those films of the Holocaust, bodies piled atop one another," said Meinerz. "We had to use trucks to remove them. It took about six hours to take the bodies away."

    Television images from Santa Maria, a university city of about 260,000 people, showed black smoke billowing out of the Kiss nightclub as shirtless young men who attended the university party joined firefighters using axes and sledgehammers to pound at the hot-pink exterior walls, trying to reach those trapped inside.

    Bodies of the dead and injured were strewn in the street and panicked screams filled the air as medics tried to help. There was little to be done; officials said most of those who died were suffocated by smoke within minutes.

    Within hours a community gym was a horror scene, with body after body lined up on the floor, partially covered with black plastic as family members identified kin.

    Outside the gym police held up personal objects ? a black purse, a blue high-heeled shoe ? as people seeking information on loved ones crowded around, hoping not to recognize anything being shown them.

    Teenagers sprinted from the scene after the fire began, desperately seeking help. Others carried injured and burned friends away in their arms. Many of the victims were under 20 years old, including some minors. About half of those killed were men, about half women.

    The party was organized by students from several academic departments from the Federal University of Santa Maria. Such organized university parties are common throughout Brazil.

    "There was so much smoke and fire, it was complete panic, and it took a long time for people to get out, there were so many dead," survivor Luana Santos Silva told the Globo TV network.

    The fire spread so fast inside the packed club that firefighters and ambulances could do little to stop it, Silva said.

    Another survivor, Michele Pereira, told the Folha de S. Paulo newspaper that she was near the stage when members of the band lit some sort of flare that started the conflagration.

    "The band that was onstage began to use flares and, suddenly, they stopped the show and pointed them upward," she said. "At that point, the ceiling caught fire. It was really weak, but in a matter of seconds it spread."

    Guitarist Rodrigo Martins told Radio Gaucha that the band, Gurizada Fandangueira, started playing at 2:15 a.m. "and we had played around five songs when I looked up and noticed the roof was burning."

    "It might have happened because of the Sputnik, the machine we use to create a luminous effect with sparks. It's harmless, we never had any trouble with it," he said. "When the fire started, a guard passed us a fire extinguisher, the singer tried to use it but it wasn't working."

    He confirmed that accordion player Danilo Jacques, 28, died, while the five other members made it out safely.

    Police Maj. Cleberson Braida Bastianello said by telephone that the toll had risen to 233 with the death of a hospitalized victim. He said earlier that the death toll was likely made worse because the nightclub appeared to have just one exit through which patrons could exit.

    Officials earlier counted 232 bodies that had been brought for identification to a gymnasium in Santa Maria, which is located at the southern tip of Brazil, near the borders with Argentina and Uruguay.

    Federal Health Minister Alexandre Padhilha told a news conference that most of the 117 people treated in hospitals had been poisoned by gases they breathed during the fire. Only a few suffered serious burns, he said.

    Brazil President Dilma Rousseff arrived to visit the injured after cutting short her trip to a Latin American-European summit in Chile.

    "It is a tragedy for all of us," Rousseff said.

    Most of the dead apparently were asphyxiated, according to Dr. Paulo Afonso Beltrame, a professor at the medical school of the Federal University of Santa Maria who went to the city's Caridade Hospital to help victims.

    Beltrame said he was told the club had been filled far beyond its capacity.

    Survivors, police and firefighters gave the same account of a band member setting the ceiling's soundproofing ablaze, he said.

    "Large amounts of toxic smoke quickly filled the room, and I would say that at least 90 percent of the victims died of asphyxiation," Beltrame told the AP.

    "The toxic smoke made people lose their sense of direction so they were unable to find their way to the exit. At least 50 bodies were found inside a bathroom. Apparently they confused the bathroom door with the exit door."

    In the hospital, the doctor "saw desperate friends and relatives walking and running down the corridors looking for information," he said, calling it "one of the saddest scenes I have ever witnessed."

    Rodrigo Moura, identified by the newspaper Diario de Santa Maria as a security guard at the club, said it was at its maximum capacity of between 1,000 and 2,000, and partygoers were pushing and shoving to escape.

    Santa Maria Mayor Cezar Schirmer declared a 30-day mourning period, and Tarso Genro, the governor of the southern state of Rio Grande do Sul, said officials were investigating the cause of the disaster.

    The blaze was the deadliest in Brazil since at least 1961, when a fire that swept through a circus killed 503 people in Niteroi, Rio de Janeiro.

    Sunday's fire also appeared to be the worst at a nightclub since December 2000, when a welding accident reportedly set off a fire at a club in Luoyang, China, killing 309.

    In 2004, at least 194 people died in a fire at an overcrowded nightclub in Buenos Aires, Argentina. Seven members of a band were sentenced to prison for starting the flames.

    A blaze at the Lame Horse nightclub in Perm, Russia, killed 152 people in December 2009 after an indoor fireworks display ignited a plastic ceiling decorated with branches.

    Similar circumstances led to a 2003 nightclub fire that killed 100 people in the United States. Pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling of a Rhode Island music venue.

    The band performing in Santa Maria, Gurizada Fandangueira, plays a driving mixture of local Brazilian country music styles. Guitarist Martin told Radio Gaucha the musicians are already seeing hostile messages.

    "People on the social networks are saying we have to pay for what happened," he said. "I'm afraid there could be retaliation".

    Missile launcher shows up at Seattle gun buyback

    Seattle police worked with Army officials Monday to track down the history of a nonfunctional missile launcher that showed up at a weapons buyback program and determine whether it was legal or possibly stolen from the military.

    A man standing outside the event Saturday bought the military weapon for $100 from another person there, according to Detective Mark Jamieson.

    The single-use device is a launch tube assembly for a Stinger portable surface-to-air missile and already had been used. As a controlled military item, it is not available to civilians through any surplus or disposal program offered by the government, according to Jamieson.

    Seattle police have contacted Army officials at Joint Base Lewis-McChord near Tacoma deputy chief Nick Metz said Monday.

    "Once it's brought on base and investigators have a chance to look at it, they'll see what they can determine," Army spokesman Joe Kubistek said Monday. "It's too early to give any information on it until we have hands-on access to see it and take a look at it."

    Police witnessed the private exchange of the military launch tube near the gun buyback event, where gun buyers tempted those standing in long lines to turn in their weapons with cash.

    "It was absolutely crazy what we saw out there," Seattle Mayor Mike McGinn said at a news conference Monday where officials announced they had collected a total of 716 weapons, including four confirmed as stolen.

    Officers saw guns changing private hands without knowing whether the person buying the gun had the legal right to buy it, and those transactions are occurring all the time, McGinn said.

    He added that the private sales of the missile launch tube and other weapons illustrate the need for comprehensive background checks as proposed by President Barack Obama, as well as other regulations at the state level.

    While there were private gun buyers at the periphery of Saturday's event, Metz said a large majority of people chose to wait in line and get less money because they wanted to make sure they got the weapons off the streets.

    "These are very dangerous weapons," Metz said. "They may not have looked very pretty, but (they're) definitely operable."

    The firearms collected included 348 pistols, 364 rifles and three so-called street sweepers, or shotguns that include a high capacity magazine capable of holding twelve 12-gauge shotgun shells.

    The program allowed people to anonymously turn in their weapons for a shopping gift card worth up to $200 -- $100 for each handgun, rifle or shotgun turned in, and $200 for each gun classified as an assault weapon under state law. Officials distributed about $70,000 in gift cards at Saturday's event.

    Police took possession of the launch tube Saturday. Police said the man who had purchased it agreed to accept a gift card as compensation if the launch tube is not returned to him, though the man indicated he wanted to keep it if he was legally able to do so.

    McGinn said he wanted to plan another buyback event soon and urged more donations to the program.

    Meanwhile, police said people who wanted to turn in guns could do so at any time outside a buyback program, though they wouldn't be compensated for it.

    Are certain ethnic groups predisposed to excel in the classroom? The debate has heated up of late in academic circles. In a new book called Legacy, the geneticist Harry Ostrer of Albert Einstein Medical School argues that Jewish intellectual achievement is the result of genetic makeup and Jews? fortuity to have lived among cultures that valued academics. Run Unz in the the American Conservative countered with an exhaustive study documenting that contemporary ?Jewish students may be far less diligent in their work habits or driven in their studies than were their parents or grandparents.? While American Jews continue to value education, the percentage of geniuses among them seems to be dropping. Asians, Unz claims, are ?the New Jews of American intellectual life,? outperforming their peers.

    The switch from Jews to Asians highlights the capriciousness of genetic arguments to explain intellectual achievement. Before genetic arguments were used to account for Jewish genius, they were employed to justify why Jews possessed inferior minds.? The German composer Richard Wagner famously thought that the Jewish race could never produce anything novel because Jews lacked creativity. While the likes of Albert Einstein and Richard Feynman discredited Wagner?s drivel, people still wonder: If not race and genetics, then what is behind Jews? intellectual achievements?

    The idea of Jewish genius begins with an 18th-century figure called the Gaon of Vilna?the only person in Jewish history, in fact, to be known simply as the ?Genius.? The sobriquet was a function of the breadth and depth of his writings, which ranged from treatises on mathematics and grammar to commentaries on mystical and rabbinic works. So profound was the Gaon?s imprint on the Jewish imagination that some claim his grammatical insights inspired the rebirth of the Hebrew language. Others claim him to be a forefather of Zionism. Israeli Prime Minister Benjamin Netanyahu holds him up as the first person to combine traditional Jewish learning with the study of the sciences. The literary critic Harold Bloom points to him as a ?beacon for the entire Judaic intellectual and spiritual enterprise.?

    Born in 1720 into a respected rabbinic family, the Gaon, whose first name was Elijah, distinguished himself from early adolescence through his mastery of biblical and Talmudic literature. In his youth he is said to have aspired to become a doctor. In the manner of scholars of the time, he wandered anonymously around various towns before settling in the city of Vilna (now known as Vilnius), located in the Polish-Lithuanian Commonwealth.

    The Gaon is said to have motivated his students to develop the idea of ?torah lishma,? ?learning for its own sake.? While study had always been valued in Jewish history, Elijah went further, arguing that it was a religious end in and of itself. Even the fulfillment of laws and rituals played a secondary role to intellectual activities. This principle contributed to a new model of Judaism based around educational institutions. Elijah?s students promoted study houses, or yeshivot, which provided an elite religious education to Jews from all socio-economic backgrounds.

    The Gaon expressed his dedication to study through his chosen genre, the commentary. Unlike codes or essays, the art of commentary requires interpretation that is at once faithful to the source and novel enough to shift the reader?s viewpoint. The Gaon?s style was to condense 2,000 years of debates recorded on a legal ruling into a 10- or 15-word pr?cis, providing readers with the most essential information on the subject matter.?? The commentaries also radically criticized the positions of previous interpreters. Elijah famously went against Jewish custom, arguing, for example, that Jewish men were not obligated to cover their heads with kippot. His critical instincts and boldness vis-?-vis the tradition lead 19th-century Zionists and even secularists, like Peretz Smolenskin, to claim the master as a harbinger to their ideologies.

    Jewish kids of the period did not know the Gaon from his elite commentaries but from the pictures their parents hung on their kitchen walls. There, Elijah sat with his left hand folded over the top edges of a large tome, his right hand gently arched on a quill. The Orthodox painted him with phylacteries and a prayer shawl; the secularists left him in Polish garb, but as the Yiddish writer, Moses Gertz recalled, ?every home in Lithuania was decorated with the picture of the Gaon.? Even the early secular Zionist leader Moses Lilienblum, who criticized some of his contemporaries for overestimating Elijah?s influence on the emergence of secular ideas and scientific achievements, admitted, ?who knows if Lithuanian lands would have ever experienced enlightenment if not for the inspiration of the Vilna Gaon??
