US weapons sales to Iraq: Still a good idea as violence escalates?

The 150 uniformed US troops still in Iraq are there to facilitate weapons sales and train Iraqi forces to use the armaments. But as violence rises in Iraq since the US military pullout, some analysts see greater risks that US-supplied weapons may be misused.

With the spike in violence in Iraq since the US troop pullout two weeks ago, concern is rising about US weapons sales to Iraq's government and whether a buildup of armaments could even serve to fuel sectarian tension there.

The apparent effort of Prime Minister Nouri al-Maliki to consolidate power since the US withdrawal is worrisome to some defense analysts in the US, who say it's conceivable that he could use weapons purchased from the US against his political enemies?and the people of Iraq.?

A top US military official still on the ground in Iraq, under the auspices of the State Department, discounts such concerns, saying safeguards are in place to prevent such an outcome ? and that all military sales include monitoring "to make sure the [Iraqi] government isn't in violation of human rights."

A job of the 150 uniformed US troops still in Iraq is something akin to that of salesmen, helping Iraqi officials buy US-made weapons and tanks for their security forces. That mission could change, though, if the violence were to throw Iraq into crisis.

?If things went really badly in one direction, there?s a possibility that the US could decide, ?We?re not going to arm and train a government that?s doing certain things,? ? says Marisa Cochrane Sullivan, deputy director of the Institute for the Study of War in Washington. ?That?s a big policy question.?

Iraq's Kurdish people, who control territory in the oil-rich north, for example, ?are very concerned about the arms sales going to the Iraqi security forces,? Ms. Sullivan says. ?They are very concerned that [the weapons] are going to be turned against them.??

The US military is well aware of the humanitarian considerations that accompany US weapon sales to Iraq, says Lt. Col. Jeffrey Klein, Army deputy for the US Embassy's Office of Security Cooperation-Iraq (OSC-I) in Baghdad. ?Obviously we?re not going to do things or sell things that would be antithetical to US interests or create geopolitical problems within a region,? he says.

To that end, safeguards are in place, US military officials add. Any sale of more than $50 million requires congressional notification and post-sale monitoring by those 150 troops still in Iraq, as well. ?We?re not just wholesalely throwing stuff out there to be used anywhere,? says Klein.?

Studies of deadly H5N1 bird flu mutations test scientific ethics

In a top-security lab in the Netherlands, scientists guard specimens of a super-killer influenza that slays half of those it infects and spreads easily from victim to victim.

It is a beast long feared by influenza experts, but it didn't come from nature. The scientists made it themselves.

Their noxious creation could help prevent catastrophe in the battle against the deadly H5N1 bird flu that has ravaged duck and chicken flocks across Asia and elsewhere since the mid-1990s but has mostly left our species alone ? for one crucial reason. Though H5N1 kills with brutality when it takes hold in a human, it infects extremely rarely and doesn't go on to easily spread between people.

Public health officials have long fretted that the virus may one day find a way to do so.

Now, in engineering what nature has so far not unleashed, the Dutch team and another in the U.S. that also has conducted sensitive H5N1 research have rekindled a debate that has smoldered since the 2001 anthrax attacks that killed five people.

The questions: Is some research too dangerous to publish? How do you make sure the wrong people don't get the information and the right people do?

In an unprecedented move, a government biosafety advisory panel has asked the Dutch and U.S. teams, as well as editors at two prestigious journals where their work has been accepted for publication, to omit crucial details about the research "that could enable replication of the experiments by those who would seek to do harm."

Experts said the events signaled a "new phase" for the U.S. National Science Advisory Board for Biosecurity, which was chartered in 2004 to help assess potential risks of biological research and has never before stepped in so aggressively.

"We'll have to see how it plays out," said Ronald Atlas, a biologist at the University of Louisville in Kentucky and former president of the American Society for Microbiology who has been involved in discussions about biosafety for more than a decade.

"How one decides who to share the information with ? who do you trust, especially when you're not dealing with classified information and it's not just in the U.S. ? is going to be hard to work out."

Ron Fouchier, the Dutch virologist whose lab created the new H5N1 that can readily spread between ferrets ? animals that respond to influenza much as humans do ? has no doubt that his research is worthwhile. Creating viruses like this one is the only way to study them and get out ahead of a pandemic, he said.

"It's all about predicting what will hit you next. We want to predict earthquakes and tsunamis; we also want to predict what will happen with the bird flu virus," he said. "This work needed to be done."

As far back as 1997, he wanted to figure out whether H5N1, which has killed nearly 60% of the roughly 600 people known to have contracted it, could evolve to spread efficiently from mammal to mammal. If it could, that might pose a catastrophic threat to humans.

"We would be in very deep trouble," he said.

The genetic path to such an outcome is unclear. Though scientists know that the key to stoking a flu pandemic comes from the virus gaining the ability to transmit through droplets from sneezes and coughs, they can't say just what changes in the virus bring that about.

And with H5N1, in any case, many scientists thought it was impossible. Strains carrying the H5 type of a key influenza protein that helps the virus bind to cells in a host had never evolved to travel through the air from person to person.

Even if H5N1 did evolve such an ability, some researchers reasoned that it might do so at the expense of its ability to take hold deep in the lung. And that would make it less lethal.

"They said it's never happened before, so it won't happen at all," Fouchier said. "To me, that was weak."

Over the course of a decade, Fouchier carefully began to test these assumptions about H5N1 by trying to create a version of the virus that could travel from ferret to ferret.

Sadr bloc calls for early elections in Iraq (Reuters)

BAGHDAD (Reuters) ? The head of the political bloc of anti-American Shi'ite cleric Moqtada al-Sadr called on Monday for new elections in Iraq after the biggest crisis in a year saw Prime Minister Nuri al-Maliki move against two senior Sunni rivals.

Tensions are rising after Maliki, a Shi'ite, sought the arrest of Sunni Vice President Tareq al-Hashemi - accused of running death squads. Maliki also asked parliament to fire Sunni Deputy Prime Minister Saleh al-Mutlaq.

The head of Sadr's bloc, part of the ruling Shi'ite-led government, said parliament should be dissolved to try resolve the spat, which has raised concerns about a return to sectarian strife since U.S. troops withdrew a week ago.

Seven people were killed earlier on Monday when a suicide car bomber attacked Iraq's interior ministry in Baghdad. It followed a series of explosions on Thursday in the capital in which 72 people were killed.

"We are in a new phase and have found a lot of problems which give no stability to Iraq... so we will discuss this subject with the National Alliance because we are part of it," Bahaa al-Araji, the head of Sadr's bloc, said in a statement in which he also called for "new and early elections."

Support from Sadr's bloc helped Maliki to a second term following nine months of wrangling after an inconclusive election in March 2010. The National Alliance is the powerful bloc formed when Maliki's party linked with the Sadrists and other Shi'ite groups.

The latest turmoil threatens to scupper Iraq's fragile power-sharing deal that splits posts among the Shi'ite National Aliance, the mainly Sunni-backed Iraqiya party and a bloc representing Kurds.

Hashemi and Mutlaq are two of the most senior figures in Iraqiya, which announced a boycott of parliament ten days ago.

Two senior Sadrist lawmakers said early elections were just one of the possible actions being considered in efforts to try resolve the crisis.

"It is one of the solutions that was presented in case the crisis continues and political blocs fail to reach a solution and Iraqiya insists on continuing to boycott parliament and cabinet sessions," said senior Sadrist lawmaker Amir al-Kinani.

Iraqiya will give an important signal about the future of the power sharing agreement on Tuesday when its members decide whether or not to attend a cabinet meeting.

The party, which is led by secularist Shi'ite former Prime Minister Iyad Allawi but is supported by many Sunnis, said in a statement on Sunday it was willing to participate in talks to resolve the crisis.

"We have received many positive signs from the Iraqiya leaders," said Mushriq Naji, a senior Sadrist lawmaker. "They said they are willing to end this crisis but asked for more time to talk to their top leaders. They asked for two more days."

Violence in Iraq has dropped since the sectarian civil war of 2006-07, when Shi'ite militia and Sunni insurgents often killed thousands of civilians a month.

Many Iraqis fear that the latest political dispute - on clear-cut sectarian lines - could reignite the slaughter, without the buffer of U.S. troops to separate the sides.

Turmoil in Iraq would have a larger impact on the region, where a crisis in Syria is taking on a more sectarian tone and Shi'ite Iran, Sunni Turkey and Sunni Arab Gulf states are looking to increase their influence.

Iraq's Sunni minority has felt marginalized since the rise of the Shi'ite majority after the 2003 U.S.-led invasion that toppled Saddam Hussein.

Sadr, whose Mehdi Army militia once fought U.S. and Iraqi troops, said in a statement on Sunday that the crisis may lead to one-party rule and hurt Maliki's reputation as a statesman.

Sadr ordered his militia to disarm when he joined mainstream politics in recent years, but splinter groups have continued attacks.

On Monday, an Iraqi official said Asaib al-Haq, the biggest Mehdi Army militant splinter group, had offered to lay down arms and form a political movement to take part in the next election.

"They are willing to lay down their weapons and join the political process after the bilateral security agreement was executed and U.S. troops completed their withdrawal," said Mohammed al-Hamed, spokesman for Maliki's National Reconciliation Advisor. The group could not be reached for comment.

We currently run six varying levels of salsa from complete beginner through to improver standard. Each level focuses on different aspects of the dance and looks at more complex techniques and turn patterns.

Beginners course ?45

Students will learn a routine that they can take to the dance floor. We run eight week courses that will not only teach you the basic steps but build into a routine that you can take to the dance floor. Each week we re-cap on the previous week before adding the next stage. the courses are ran at an appropriate speed so that everyone can keep up. If you find yourself wanting some extra help just let us know and if you come early the following week one of our five instructors should be available to give you some one-one instruction at no extra cost. Likewise if you miss a week through work or holidays.

This includes 45min lesson and 15mins freestyle

This eight week course is designed to follow on from the Jumpers level one course. Focus remains on technique but we start to look at complicated turn patterns and routines thus the technique becomes more complicated and more attention is needed. The pace of these classes also speeds up as we take out some mambos between moves thus cutting down thinking time and faster BPM music is played.

This eight week course is designed to follow on from the Jumpers level two course. Focus remains on technique but we start to look at ever increasing in difficulty patterns and routines. It goes without saying that the technique becomes more complicated and more attention is needed. The pace of these classes speed up further as we take out mambos between moves therefore cutting down thinking time and fast BPM music is played. Moves and routines no longer focus purely on the Cross Body style of salsa and we bring in Cuban Salsa moves which gives you even more to think about but nevertheless add more strings to your bow!

We have employed a new teacher to teach to an Intermediate level. These classes are amongst the very highest anywhere in Bristol and anyone of a competent standard is welcome to attend. The aim is to increase your dance pattern repertoire and give you tips on advanced 'lead' and 'follow' techniques. Turn patterns are adhered with flicks and kicks and classes may include the odd dip or trick

Dealing With Cancer During the Holidays


The holiday season can seem stressful, but Saint Francis Medical Center counselors say it can place an even heavier burden on people going through cancer treatments.

Claudia Krueger's battle with breast cancer began in August of 2011.

"I've been through mastectomy, with stage one reconstruction," Krueger says. "Now I'm starting on my chemo."

She says those treatments, which she receives every other week, have strong and lasting effects.

"The third day after chemo is usually your rough day," Krueger says. "These drugs can cause a lot of muscle ache and pain. You just feel very, very achey and tired."

Saint Francis Cancer Center Family and Patient Counselor Mary Ann Kalinay says can make the already hectic Christmas season even more stressful.

"People, when they're going through treatments, fatigue is the most common side effect," Kalinay says.

She says that often makes it hard for cancer patients and their families to maintain their Christmas traditions.

Krueger says she's cut back on her Christmas decorations for this year.

"It's really important to have a plan and visit with your family about what we might do different this year," Kalinay says.

She says it's also important to leave room for adjustments in the holiday schedule.

"People who are going through treatments, most of the time they don't know on a day to day basis how they're going to feel," Kalinay says.

Through that unpredictability, she says the most important thing to focus on is the love and support of family and friends. And Krueger says that's just what she's experienced.

"Everyone is more than happy to help you when you need it," Krueger says.

She says that support has meant more to her than any amount of Christmas decorations or gifts.

Iraq oil exports, revenue rebound

November oil sales have ticked up on higher oil prices and volumes, heading into uncertain new year with output expected to rise.

Iraq averaged 2.13 million barrels per day (bpd) in oil exports in November, the highest levels since August, ending a two-month decline.

At $106.60 per barrel, Iraq earned $6.83 billion last month, also the most since August, bringing the 11-month total this year to $75.91 billion in oil proceeds.

Iraq relies on oil for 95 percent of state revenues. The cabinet has approved a $100 billion budget for 2012, pending approval by Parliament, which doesn't meet again until January, and must dea...

Activists say 111 killed in Syria's "bloodiest day" (Reuters)

BEIRUT (Reuters) ? Syrian forces killed 111 people ahead of the start of a mission to monitor President Bashar al-Assad's implementation of an Arab League peace plan, activists said on Wednesday, and France branded the killings an "unprecedented massacre."

Rami Abdulrahman of the Syrian Observatory for Human Rights said 111 civilians and activists were killed on Tuesday when Assad's forces surrounded them in the foothills of the northern Jabal al-Zawiyah region in Idlib province and unleashed two hours of bombardment and heavy gunfire.

Another 100 army deserters were either wounded or killed, making it the "bloodiest day of the Syrian revolution," he said.

"There was a massacre of unprecedented scale in Syria on Tuesday," said French foreign ministry spokesman Bernard Valero. "It is urgent that the U.N. Security Council issues a firm resolution that calls for an end to the repression."

The United States said it was deeply disturbed by reports of indiscriminate killing and warned Assad the violence must stop. Britain said it was shocked by the reports and urged Syria to "end immediately its brutal violence against civilians."

Events in Syria are hard to verify because authorities, who say they are battling terrorists who have killed more than 1,100 soldiers and police, have banned most independent reporting.

Tuesday's bloodshed brought the death toll reported by activists in the last 48 hours to over 200.

The main opposition Syrian National Council said "gruesome murders" were carried out, including the beheading of a local imam, and demanded international action to protect civilians.

The escalating death toll in nine months of popular unrest has raised the specter of civil war in Syria with Assad, 46, still trying to stamp out protests with troops and tanks despite international sanctions imposed to push him onto a reform path.

Idlib, a northwestern province bordering Turkey, has been a hotbed of protest during the revolt, inspired by uprisings across the Arab world this year, and has also seen increasing attacks by armed insurgents against his forces.

The Observatory said rebels had damaged or destroyed 17 military vehicles in Idlib since Sunday while in the southern province of Deraa violence continued on Wednesday.

Tanks entered the town of Dael, the British-based group said, leading to clashes in which 15 security force members were killed. Six army defectors and a civilian also died and dozens of civilians were wounded, it said.

ARAB PEACE MONITORS

The Syrian National Council said 250 people had been killed on Monday and Tuesday in "bloody massacres," and that the Arab League and United Nations must protect civilians.

It demanded "an emergency U.N. Security Council session to discuss the (Assad) regime's massacres in Jabal al-Zawiyah, Idlib and Homs, in particular" and called for "safe zones" to be set up under international protection.

It also said those regions should be declared disaster areas and urged the International Red Crescent and other relief organizations to provide humanitarian aid.

White House press secretary Jay Carney said unless Damascus complied fully with the Arab League plan to end the violence, "additional steps" would be taken against it. Washington and the European Union have already imposed sanctions on Syria.

"Bashar al-Assad should have no doubt that the world is watching, and neither the international community no the Syria people accept his legitimacy," he said.

Arab League Secretary-General Nabil Elaraby said on Tuesday that an advance observer team would go to Syria on Thursday to prepare the way for 150 monitors due to arrive by end-December.

Syria stalled for weeks before signing a protocol on Monday to admit the monitors, who will check its compliance with the plan mandating an end to violence, withdrawal of troops from the streets, release of prisoners and dialogue with the opposition.

Syrian officials say over 1,000 prisoners have been freed since the plan was agreed six weeks ago and that the army has pulled out of cities. The government promised a parliamentary election early next year as well as constitutional reform which might loosen the ruling Baath Party's grip on power.

Syrian pro-democracy activists are deeply skeptical about Assad's commitment to the plan, which, if implemented, could embolden demonstrators demanding an end to his 11-year rule, which followed three decades of domination by his father.

Assad is from Syria's minority Alawite sect, an offshoot of Shi'ite Islam, and Alawites hold many senior posts in the army which he has deployed to crush the mainly Sunni Muslim protests.

In recent months, peaceful protests have increasingly given way to armed confrontations, often led by army deserters.

In a show of military power, state television broadcast footage of live-fire exercises held by the navy and air force, which it said aimed at deterring any attack on Syria.

U.N. TOLL

The United Nations has said more than 5,000 people have been killed in Syria since anti-Assad protests broke out in March.

Arab, U.S. and European sanctions combined with the unrest have sent the economy into sharp decline. The Syrian pound fell nearly 2 percent on Tuesday to more than 55 pounds per dollar, 17 percent down from the official rate before the unrest.

Arab rulers are keen to prevent a descent into civil war in Syria that could affect a region already riven by rivalry between non-Arab Shi'ite Muslim power Iran and Sunni Muslim Arab heavyweights such as Saudi Arabia.

Part of the brilliance of Haigh's film is how specific the characterizations are of his two main characters, how their different natures both allow for the possibility of love and impede it.

Deserves to find a place in the hearts of wistful romantics everywhere, no matter what their sexual preference.

It's splendidly played with an understated intensity that deftly captures the shifting emotional tone of the relationship.

Offers up the kind of subtle, truthful relationship drama that's all too rare in cinema.

There's a fresh, sweaty, honest, unpretentious air to it, and when they part, with Glen on his way to spend a year working in Portland, Oregon, we genuinely believe that something like love has come into their yearning lives.

Writer-director Andrew Haigh has a delicate, sensitive touch, and this is appealing as a simple peek into modern romance... but there's a sense of wishful thinking -- or even desperation -- that I suspect is not intended here.

There's a deceptive simplicity to British writer-director Andrew Haigh's poignant, fluent character study, which has already earned comparisons to Before Sunrise.

Haigh treats his subject matter with matter-of-fact realism. If this is a new voice on the British film scene, it's a refreshingly adult one.

It is a tender, humane film, with an easy, unforced cinematic language: a film that doesn't need to try too hard.

Haigh's film is written with a shrewd, unpretentious feel for the way young people behave when they're getting to know each other, shot with a keen eye for urban solitude, and completely nails its seemingly modest tasks...

Haigh, writing, directing and producing, drives through the meeting-cute introductions and the medium-molten sex scenes as if they were merely marks on the map, to follow the simple, complex arc of an evolving love affair.

Impressively directed and superbly written, this is an emotionally engaging and strikingly naturalistic romantic drama with terrific central performances from newcomers Tom Cullen and Chris New.

A remarkable film that signals an exciting new voice in the LGBT landscape.

Sexy, provocative, engrossing and occasionally ornery, it should appeal to anyone whose curiosity about someone new has provoked them to question their own identity.

Terrific low-key turns from the two leads inject their growing bond with genuine emotion, making this a love story that will get under the skin of romantics everywhere.

Cullen and New are British stage actors with little background in film. Haigh's only previous film was a documentary. Perhaps because they don't feel bound by a set of rules, they've created one of the year's most enjoyable surprises.

Weekend is the year's wittiest hymn to romance.

Philippine storm killed nearly 1,000: disaster agency (Reuters)

MANILA (Reuters) ? Nearly 1,000 were killed when flash floods and landslides caused by Typhoon Washi swept through riverside and coastal villages in the southern Philippines late last week, the national disaster agency said on Tuesday.

The agency said 957 were killed and 49 were missing, with most of the casualties coming from the cities of Cagayan de Oro and Iligan. The previous death toll was 650.

Authorities in the two cities, worst-hit by water, mud and logs swept down mountains, are struggling to prevent disease from spreading in crowded evacuation centers and have started digging mass graves to bury decomposing bodies.

President Benigno Aquino will visit the two cities later on Tuesday. The government said more than 338,000 people were affected by the disaster.

(AP) ? Fifth-grader Jolie Leach says she "was gonna explode" with excitement when Justin Bieber performed a concert at her Las Vegas school, and vowed she'd never wash her hand after he gave her a high-five.

Leach was one of hundreds who showed clear symptoms of Bieber fever after the 17-year-old teen pop sensation staged a private show Friday at low-income Whitney Elementary School. The concert was filmed for an episode of "The Ellen Degeneres Show" and came two months after Bieber promised the school's 650 students a $100,000 donation.

"He really came for us. I'm so glad that he really came for us," said fourth-grader Kynedi Harris, holding a fluffy white stuffed dog picked from a truckload of toys Bieber distributed at his show.

Tucked in a downtrodden neighborhood on the east side of Las Vegas, Whitney Elementary has garnered publicity, including a September segment on Degeneres' show, for providing needy students' families with food, clothes, money for utility bills ? and just about everything in between.

Principal Sherrie Gahn said more than 85 percent of the school's 600-plus students receive free or reduced-price lunch. The school also has one of the highest homeless student populations in the Clark County School District.

Gahn, who said she used to see students pocketing ketchup packets from the cafeteria in hopes of having dinner at night, told "The Ellen Degeneres Show" she made a pact with families after she arrived about eight years ago.

"I'll pay your electrical bill, your utilities, I'll give you food or clothes, whatever you need, as long as you give me your child and then help raise that child as a person of character," she said.

Families at the school told the show Gahn has stayed true to her promise. One girl said Gahn provided her with a bed. A mother said the principal bought her son glasses. Another mother said the school provided her children with Christmas presents when she planned to skip the gift-giving.

Gahn said most of the donations come from individuals or businesses, and she said the show has brought hundreds of thousands of dollars in donations and an outpouring of support from across the country. The school also posts a "wish list" on its website, asking for granola bars, pop-top cans of soup and other non-perishable foods that homeless students can eat for dinner or over the weekend.

Bieber's gift matches a $100,000 donation from Target that was announced on the September TV special about the school. Most of the money will be used to continue basic support ? such as rent assistance ? to keep families off the street and children coming to class.

"My biggest motivator for the kids and the thought and the hope that they don't have to live in this existence when they grow up ? that they break the cycle," Gahn said.

Inside the closed event, Gahn said Bieber toured the campus and told students the story of his family's own financial struggles, including visits to a food bank when he was young. He performed songs from his Christmas album, "Under the Mistletoe," and invited the crowd to dance along to his hit "Baby."

Outside, dozens of squealing high school girls with camera phones jockeyed for a glimpse of the star as he was rushed into the building. Brittany Ellis, 14, had pulled out a scrap of paper just in time for a mobbed Bieber to autograph, and was showing her friends an indecipherable pencil scrawl.

Another girl, 17-year-old Kiersten Umberger, said she nearly cried when she saw Bieber.

"It was the best moment of my life," she said.

Teens from the neighborhood say the worn area is quiet, and certainly not the typical Vegas haunt for celebrities.

But parents and school officials said they were as grateful for the gifts from Bieber and Degeneres as the children were starstruck.

"In a world where these kids live in that things are not always their own or they're taken away," Gahn said, "they gave them memories that no one can ever take."
